Our Founder


CCPPI was founded in 2012 by Texas Representative Garnet Coleman and is governed by a volunteer board of directors, chaired by Omar Reid.

Board Chairman

Omar C. Reid

Omar Reid is the Senior Vice President of the Human Resources Department at Harris Health System, also known as Harris County Hospital District. He has an extensive background that includes 6 years as the HR Director at the City of Houston and 25 plus years with United Parcel Service (UPS) in various capacities.  Omar is an adjunct professor at Texas Southern University and a Fellow at the University of Houston-Downtown.  He earned his Bachelor’s Degree in Business Administration from University of Houston – Downtown and his MBA from Texas Southern University.

Randall K. Ellis

Randall K. Ellis provides population public health education on HIV and AIDS in upstate New York. He is a former Senior Director of Government Relations for Legacy Community Health Services in Houston, Texas, where he oversaw the organization’s policy and advocacy efforts at the local, state and federal levels. A native Houstonian, Randall attended Washington and Lee University in Lexington, VA where he earned a Bachelor of Arts in Economics and Romance Languages. He obtained the degree of Master’s in Public Health from the University of Texas Health Science Center at Houston.

Anthony Haley

Anthony Haley is an attorney who provides strategic advice and public policy research to businesses, state and local governments. Anthony possesses seventeen years of experience working in leading roles in and around the Texas Legislature.  Anthony graduated from the University of Texas School of Law in 1993 and was admitted to the Texas Bar. He earned his B.A. from Brown University in 1985 with a major in Spanish and a minor in Linguistics. Anthony graduated from Strake-Jesuit College Preparatory School in Houston.

Joseph Madden

Joseph Madden is the Chief of Staff for Harris County Judge Lina Hidalgo and is responsible for all aspects of the operations in the County Judges’ office, including policy and directing the staff in acting on behalf of the Judge with county agencies. Prior to this he managed a team of analysts to help research and inform policy decisions made on the precinct and county level as the Director for Public Policy for Harris County Precinct One Commissioner Rodney Ellis. Joe has built a career centered on public service and advocacy, especially in the areas of healthcare, insurance, civil justice and consumer affairs. He has also worked in leadership roles inside the state Capitol and helped craft public policy on the local, state and federal level. Joe graduated from the University of Texas at Austin Plan II Honors Program with a degree in Government.

Revlynn Lawson

Revlynn Lawson is an attorney who focuses on Legislative and Governmental Affairs at Linebarger, Goggan, Blair and Sampson, LLP.  She formerly served as Committee Director for the State of Texas House Committee on County Affairs and has an extensive background in work with legislators, state agency personnel and trade associations concerning policy, legislation and regulations.  Revlynn came to Texas while expanding a California-based company into the Texas market.  Prior to this she served in various leadership roles in the greater Los Angeles area while working with the Drew Child Development Corporation, the UNCF, and the Los Angeles County Department of Children and Family Services.  She possesses a law degree from Washington University School of Law, and obtained the degrees of Master of Social Work and B.A. in Psychology and Sociology from the University of Southern California.

Rebecca Acuna

Rebecca Acuña is a Director of Government Affairs for PepsiCo, responsible for state and local relations in Texas, New Mexico, Kansas, Oklahoma, and Nebraska. Prior to joining PepsiCo, she was the Executive Director of the Latino Center for Leadership Development, a national leadership organization that creates a pipeline of policy-makers and thought-leaders.  A veteran of the Texas State capitol, Ms. Acuña has served as a Chief of Staff and Communications Director for three members of the Texas House of Representatives. . She has also served as Communications Director for a Texas Member of Congress in Washington, D.C. Raised in Laredo, Texas, Rebecca is a graduate of the University of Texas at Austin. She serves on the Board of Directors of the League of Women Voters of Greater Dallas and on the Board of Directors for the Child Care Group.
