Our Board

  

Randall K. Ellis, Interim Chair

Randall K. Ellis provides population public health education on HIV and AIDS in upstate New York. He is a former Senior Director of Government Relations for Legacy Community Health Services in Houston, Texas, where he oversaw the organization’s policy and advocacy efforts at the local, state and federal levels. A native Houstonian, Randall attended Washington and Lee University in Lexington, VA where he earned a Bachelor of Arts in Economics and Romance Languages. He obtained the degree of Master’s in Public Health from the University of Texas Health Science Center at Houston.

  

Rebecca Acuna, Board Member

Rebecca Acuña is a Director of Government Affairs for PepsiCo, responsible for state and local relations in Texas, New Mexico, Kansas, Oklahoma, and Nebraska. Prior to joining PepsiCo, she was the Executive Director of the Latino Center for Leadership Development, a national leadership organization that creates a pipeline of policy-makers and thought-leaders.  A veteran of the Texas State capitol, Ms. Acuña has served as a Chief of Staff and Communications Director for three members of the Texas House of Representatives. . She has also served as Communications Director for a Texas Member of Congress in Washington, D.C. Raised in Laredo, Texas, Rebecca is a graduate of the University of Texas at Austin. She serves on the Board of Directors of the League of Women Voters of Greater Dallas and on the Board of Directors for the Child Care Group.

  

Anthony Haley, Board Member

Anthony Haley is an attorney who provides strategic advice and public policy research to businesses, state and local governments. Anthony possesses seventeen years of experience working in leading roles in and around the Texas Legislature.  Anthony graduated from the University of Texas School of Law in 1993 and was admitted to the Texas Bar. He earned his B.A. from Brown University in 1985 with a major in Spanish and a minor in Linguistics. Anthony graduated from Strake-Jesuit College Preparatory School in Houston.

  

Revlynn Lawson, Board Member

Revlynn Lawson is an attorney who focuses on Legislative and Governmental Affairs at Linebarger, Goggan, Blair and Sampson, LLP.  She formerly served as Committee Director for the State of Texas House Committee on County Affairs and has an extensive background in work with legislators, state agency personnel and trade associations concerning policy, legislation and regulations.  Revlynn came to Texas while expanding a California-based company into the Texas market.  Prior to this she served in various leadership roles in the greater Los Angeles area while working with the Drew Child Development Corporation, the UNCF, and the Los Angeles County Department of Children and Family Services.  She possesses a law degree from Washington University School of Law, and obtained the degrees of Master of Social Work and B.A. in Psychology and Sociology from the University of Southern California.

  

Joseph Madden, Board Member

Joseph Carlos Madden has served as Chief of Staff and Senior Strategist for Harris County Judge Lina Hidalgo since her inauguration. Previously, he was the Director of Public Policy for Precinct 1 Commissioner Rodney Ellis where he lead a team of policy analysts that developed, reviewed and implemented public policies to benefit residents of Precinct One and Harris County.

Born and raised in Houston, Joe graduated from the University of Texas at Austin and built a career in public service. He has worked in leadership positions in and around the Texas Capitol and helped craft public policy on the local, state and federal level through various roles in the public and private sector. His prior public service includes stints as the Chief of Staff for a senior lawmaker and as the Executive Director of a policy caucus in the Texas House of Representatives.
